Govt headhunting 400 digital champs in state bodies

Rubatheesan The government is set to form a 400-member cohort of digital transformation champions, to be known as the Public-Impact Champions Network (PIC-Net), comprising senior state officials to implement its ambitious digital transformation efforts. These champions, handpicked from 95 government offices, including ministries, state-owned enterprises (SOEs), and provincial councils, will be recruited to establish PIC-Net and strengthen digital transformation across the public sector. According to a directive issued by Presidential Secretary N.S. Kumanayake, PIC-Net will serve as the central force for implementing digitalisation efforts within state institutions as a key component of the Digital Economy Blueprint approved by the Cabinet of Ministers. In collaboration with the Presidential Secretariat, this programme is coordinated by GovTech Sri Lanka and the Ministry of Digital Economy. Under PIC-Net, each participating institution must appoint a team of four “Champions” from its workforce: Digital Champion, Experience Champion, Process Champion, and Transformation Champion. This team will be collectively responsible for promoting digital-era service excellence and advancing improvements in technology adoption, service delivery experience, process efficiency, and organisational change through an integrated, coordinated institutional approach, the circular from the Presidential Secretariat stressed. The government has not taken any decision to remove Treasury Secretary Dr Harshana Suriyapperuma from his position, according to Nihal Abeysinghe, General Secretary of the National People’s Power. He stated that there have been no internal discussions within the government regarding his removal. He made these remarks when queried about the government’s position on calls by opposition and other groups to remove the Treasury Secretary over an incident in which USD 2.5 million paid by the Treasury to Australia was allegedly obtained by a group of computer hackers. Responding to a question as to whether any factions within the government had called for his removal, the General Secretary said that no such requests had been made. However, reports indicate that continued demands by opposition political parties, including the Samagi Jana Balawegaya, as well as various civil organisations, for the removal of Dr Suriyapperuma have placed significant pressure on the government. In addition, opposition politicians and civil society activists have stated that the President, who also holds the Finance Ministry portfolio, should resign from that post, as he bears responsibility for the incident. Opposition MPs are expected to continue raising this demand in Parliament next week. Meanwhile, Maithri Gunaratne of the Free Lawyers Organisation pointed out that the Parliamentary Committee on Public Finance should not have granted the Treasury Secretary one month to submit a report on the incident, noting that one week would have been sufficient. He further stated that since the fraud had occurred over ten instalments, there is suspicion that additional funds may also have been lost in a similar manner. Following the incident in which USD 2.5 million intended for payment to Australia was diverted to fraudsters, Dayasiri Jayasekara, MP for the Kurunegala District from the Samagi Jana Balawegaya, has requested the Speaker to take action against the Treasury Secretary under the Parliamentary Powers and Privileges Act, stating that his conduct was contrary to the Constitution and Standing Orders of Parliament. He has also requested that the matter be treated as an urgent motion and referred to the Parliamentary Committee on Ethics and Privileges for examination and appropriate recommendations.
