Lower fuel prices are one part of the story. The other is that the Government is deciding more directly who absorbs the cost and how the market is allowed to react. After the recent adoption of GEO nr. 19/2026, Romania has already moved to a second layer of intervention on the fuel market. Following the Government discussions on fuel prices, the Ministry of Finance published last night a new draft emergency ordinance introducing three new tools: a reduction in diesel excise, a solidarity contribution targeting revenues linked to domestically extracted crude oil and a constraint on how often retail fuel prices can be increased. The file may move quickly, and that matters because it leaves limited time for operators to assess the cumulative effect of measures that are no longer isolated. They are starting to form a pattern. A Stronger Policy Signal Reducing excise is a familiar response in periods of price pressure. What changes here is the structure around it. The excise cut is paired with a mechanism that captures part of the additional revenues generated upstream when oil prices rise above a defined threshold. This shifts part of the cost of price relief from the state budget to specific segments of the market. Fuel prices can decrease, while part of the burden is transferred inside the sector itself. The Structure of the Measures The ordinance combines three instruments. Diesel excise is reduced by 0.3 RON per litre during the crisis period.
