The government has introduced a new mechanism to grant permanent appointments to thousands of public sector workers currently serving under temporary arrangements. The Ministry of Public Administration, Provincial Councils and Local Government issued Circular No. 11/2026 to formalise the recruitment process for employees working on temporary, casual, substitute, contract, and relief basis. The circular has already been forwarded to ministry secretaries, provincial chief secretaries, department heads, and leaders of state corporations and statutory boards for implementation. Speaking at a recent Cabinet media briefing, Cabinet Spokesman Nalinda Jayatissa said the decision could provide permanent appointments to around 9,800 employees. The move follows commitments made in the 2026 Budget proposals. Authorities say the process will also address cases where workers previously received permanent appointments under older circulars, but their appointments were not formally regularised. The decision affects a large group of employees who have worked in the public sector for years without long-term employment security. Officials expect the new mechanism to improve administrative clarity while resolving long-standing employment issues across government institutions.
