A tense situation arose in Parliament today (20) when Opposition MP Chamara Sampath Dassanayake attempted to raise an issue regarding his inability to participate in a China‑sponsored economic programme for MPs scheduled for May 5–6, due to a travel ban imposed on him by the court. Dassanayake told the House that his passport was in court custody and that, despite presenting a motion with a letter from the Parliament Secretary General and an invitation from the Chinese Government, repeated objections by the Bribery Commission had prevented him from travelling. Speaker Jagath Wickramaratne intervened, stressing that matters before the court cannot be discussed in Parliament. “The court has issued an order. We cannot discuss issues of the court in Parliament,” he said. Leader of the House Bimal Rathnayake also commented that the issue was not a privilege matter, and remains a court issue. “However, we gave you a chance to speak on it. What you are saying now is against regulations. I request you not to fall victim to other people’s political agendas. You are an accused in the case, there is a court order related to your case, and it cannot be spoken in Parliament,” he added. With 298 members voting in support and 230 MPs against it, the Bill was defeated for not securing the required two-thirds majority.Subsequently, Centre said it will not move ahead with two related Bills paving way for delimitation of Lok sabha and legislatures, saying that they cannot be viewed in isolation.Throughout the debate, Opposition MPs like Rahul Gandhi, Shashi Tharoor, Kanimozhi questioned why the Centre was linking women’s reservation with delimitation. Calling the intent nefarious and at the cost of Southern states’ representation, Opposition termed the Bill an attack on the Constitution. Hailing its defeat, they called it a win for democracy.“It is in the name of women’s right, the govt is promoting discrimination among States. By discrimination you want to promote North-South divide. By this divide you want to have perpetual rule in center. By perpetual power you want to establish theocratic state, by theocratic state you want to impose one language, one culture,” decried DMK MP A. Raja.Meanwhile, Home Minister Amit Shah assured States that they will see no change in their proportionate representation, adding that all States will see a 50% increase in seats. Accusing the Opposition of being anti-women, he extolled BJP’s history of promoting women leaders like Uma Bharati, Sushma Swaraj, Vasundhara Raje and Rekha Sharma.“Population of India has significantly gone up between 1976 and 2026. However, the number of MPs representing this population has not increased proportionately,” said Mr. Shah adding, “Every voter should have an equal value for their right, and post this expansion, we believe, they will.
