Further elaborating, the Deputy Minister said, “Representatives of sand owners raised their issues, views, and proposals. In order to regulate sand prices, proposals were made to provide 03 cubes of sand at Rs. 50,000 for the construction of houses for low-income families, and 03 cubes at Rs. 65,000 for Government construction projects. It was also requested that an additional charge of Rs. 350 per kilometre be applied for transport to other Divisional Secretariat areas. “Furthermore, some legal matters have been newly drafted relating to the issuance of permits. Accordingly, the Minister and the Director of the Geological Survey and Mines Bureau stated that a fresh set of rules will be prepared for the issuance of permits under the conclusion and supervision of the District Secretary. We believe this will bring greater formality and regulation to the permit issuance process,” he added.

During court proceedings, Bribery Commission officials reportedly stated that Chandrasena had confessed that, from the US$2 million allegedly received through the deal, Rs. 20 million had been given to then Civil Aviation Minister Priyankara Jayaratne, while Rs. 60 million had allegedly been paid to then President Mahinda Rajapaksa. The Airbus bribery affair has remained one of Sri Lanka’s most politically sensitive corruption investigations, with allegations stretching into the highest levels of the former administration.
