More questions raised over double payments to RDA contractors

The funds only reached the accounts of Road Development Authority (RDA) contractors if the transaction was indeed an error, Samagi Jana Balawegaya MP Nalin Bandara questioned today. The MP noted that the Bank of Ceylon even issued letters to these contractors to recover the money. Previously, Nalin Bandara revealed that a group of contractors, who received nearly Rs. 380 million via online payments in 2024, were paid a second time.Expressing his views to the media today, MP Nalin Bandara stated:"I made a revelation yesterday that an erroneous payment was made to Road Development Authority contractors. Today, the Deputy Minister says that funds were not deducted from their accounts. What is happening here is like shooting the messenger; they are pointing the finger at me.The money went out. We do not know whether that is Bank of Ceylon's money or RDA's money. That is something we are unaware of. If so, they should complain to the CID regarding this. The Bank of Ceylon sent letters to contractors to recover these funds. They wrote letters to those whose money went through banks other than the Bank of Ceylon, stating that the funds were sent by mistake and asking to recover them. If this was an erroneous transaction, why did it only happen to those contractors? If it were a technical error, then money should have come to other people in the country and our accounts on that day as well. This happened to a specific set of contractors in the Batticaloa district, where a payment made on a certain day in 2024 went out again as a repeat payment. Whether the culprit is the Bank of Ceylon or the RDA is not the issue for Nalin Bandara. Both involve state funds. Both are state institutions. Both are reputable institutions. As a government that works collectively and bears collective responsibility, they should know how to rectify this."
